The animation was made by morphing in Photoshop from two frames (videos) taken with an interval of ~2 hours.
The diurnal libration effect is caused by the displacement of the observer's point due to the Earth's rotation.
Here it apparently happened to align in phase with the regular libration, so it is quite strong.
